UKRAINIAN SUPREME LEGAL COUNCIL

(next – USLC) – NATIONAL REGISTRATION BODY OF PROFESSIONAL STATUS, SPEECH COMPETENCE AND ACADEMIC MOBILITY.

SUBJECT OF THE ISSUE

The USLC’s administrative regulation sector comprises five key services, each of which operates in a system of domestic and international relations through a globally authorized electronic information exchange system, the Single Window.

The jurisdiction of the services is based on the general principles of the current legislation of the state and international conventions, according to which each service contains a preliminary component, as it is a consequence of the exercise of power of the national registration authority.

MISSION, POSITION AND TASKS

The USLC was established to protect society and the state, ensuring that professionals who provide services and produce goods are competent, qualified and responsible.

The mission and objectives are achieved through an arsenal of key mechanisms and national standards, reflected in the form of relevant registers, which are presented in the following forms, among others:

THE LANGUAGE AND PRO COMPETENCE REGISTER (LPcR);

THE PROFESSIONAL STATUS REGISTER (PSR);

THE ACADEMIC MOBILITY REGISTER (AMR).

The Constitution of Ukraine, the laws of Ukraine, resolutions of the Verkhovna Rada of Ukraine, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine, other acts of legislation, Regulation on the Ministry of Justice of Ukraine, approved by the Resolution of the Cabinet of Ministers of Ukraine dated 02 July 2014 № 228 (as amended), orders of the Ministry of Justice of Ukraine, Decision of the Conference of the Council, Statute with amendments and supplements from 2016, etc. USLC is a Part of Public Council of the Ministry of Justice of Ukraine in accordance with the Decree of the Ministry of Justice of Ukraine dated October 17, 2017, No. 3870/7 and November 8, 2019 No. 3942/7, assisting the Ministry of Justice of Ukraine (hereinafter – the Council) in the implementation of the state legal policy dated 02 July 2014 № 228.

LEGAL BASIS

Our structure

The USLC is a collegial national body, which in its structure provides for the functioning of such units as the management staff, with one head and four deputies, each of whom is responsible for a particular sector of the USLC. The USLC is based on the principles of professionalism, competence, integrity, integrity and anti-corruption policy.

The central office of the USLC consists of three departments, which include seven departments, and three centers, which are divided into Service, Testing and Media Centers.

Supervision of compliance with the law, detection and recording of violations, as well as ensuring compliance with quality standards at the state level, provides the Supervisory Board, which consists of six members, two of whom are representatives of the Chamber of Commerce, two government officials, one person – a representative of the Public Council at the Ministry of Justice of Ukraine and one person from the USLC Board.

The USLC Board is the founding body of the founders, which meets every five years to approve the USLC’s priorities. The composition of the Board is formed by representatives of all branches of government.

The Public Council under the Ministry of Justice of Ukraine is an advisory body to the Ministry, whose task is to assist the Ministry in implementing public policy by developing, formulating regulations in accordance with the subject of the submission, carrying out planning and control measures to comply with current legislation, initiations temporary commissions of inquiry, meetings, boards, as well as the implementation of other measures provided by departmental acts.

ANTI-CORRUPTION POLICY

The USLC and the Guidelines, implementing national policies in the sectors of registration, verification, authentication, assessment of speech proficiency and academic mobility, aim to comprehensively ensure the service process as simple and convenient as possible.

 

THE KEY PRINCIPLE IS THAT YOU ARE AGAINST CORRUPTION.

USLC specialists act in accordance with the standards and provisions of the current legislation. All services of our national service are approved by the relevant standards, and the result is a form of administrative activity, which is a guarantee of the reliability of the information we provide. Since its inception, and as of today, the USLC has never been involved in any transactions, which testifies to the legality, transparency, and guaranteed compliance of our activities.

On the basis of the Service Center there is a department for dealing with citizens’ appeals, where all applications, complaints and proposals are considered in the manner prescribed by the Law of Ukraine № 393/96-VR. USLC SERVICES

USLC provides services in accordance with current legislation!

The policy of activity does not allow the staff of the USLC to provide improper service. A refusal or negative decision is the result of the detection of official inconsistencies in documents and information. In case of violations, a refusal will be issued. If there is a discrepancy in your documents or in the information generated, the USLC staff provides all the necessary information about the probable origin, reasons, the course of consideration of documents and methods of correction. Forged documents are subject to immediate seizure and handed over to law enforcement. An official response is required upon your written request.

Quality standards

The supervisory audit of the certified quality management system has been followed by the USLC for quite a long time. We ensure compliance with the requirements of the international standard ISO 9001 and ISO 20000, as this is a key component of the successful operation of our organization in Ukraine and in the international arena.

In particular, the certificate certifies that the quality management system in the field of information services, financial services (organization of settlements and cash services, settlement and cash services, currency transfer operations, deposit services, loans, and pensions) meets the requirements of the international ISO standard.

The policy in the field of quality of service provision defines the main values ​​that the USLC strives for today – compliance with the needs and expectations of clients. “Every day to meet the consumer with information and services of modern level” is our main motto.
